History


The P&P Commission was created in 1993, following the Sofia Conference. The aim was, to bring together producers and archivists to encourage the use of archives, in all platforms and sectors.




Vision

The work of the Commission is focussed on the promotion of issues and activities associated with the use & strategic management of archive content particularly to facilitate the exploitation and marketing of archival collections. This will include selection criteria for best practice in the preservation and management of audiovisual archives. The main focus of this Commission is to specialise in the issues associated with the opening up of archives, the development of new markets for archive content; to examine models of cooperation with stakeholders- publishers, producers, distributors and copyright owners, distribution infrastructures, copyright and licensing constructions etc.


Objectives

  1. To organise sessions and exchange of views on the use of archival material in new outlets -programmes, web sites etc including where possible contributions from the production creators.
    Output: Workshops & Presentations at the FIAT conference
  2. To collect applications of new uses of archive content in all platforms/media.
    Output: Presentation of these ideas at the FIAT conference
  3. To develop and promote understanding of the impact of the commercial sales policies of broadcasters and the role of the archive in those commercial activities.
    Output: Co-operation with relevant sister organisations e.g. FOCAL International (the Federation of Commercial Audio Visual Archives)
  4. To act as key co-ordination point for all information related to exploitation rights.
    Output: Presentations at the FIAT conference
  5. To formulate and regularly update documents and recommendations on archival preservation and selection guidelines.
    Output: Selection guidelines
  6. To establish and maintain guidelines on the presentation of archival material in new programmes and other platforms.
    Output: Use/Misuse Guidelines
  7. To organise the FIAT Television Archive Award - selection and presentation.
    Output: Presentation and voting at the FIAT Conference; publicity for FIAT

Operational rules

  • All members of the Commission must contribute a minimum of 2 weeks time in any year.
  • The Commission will review its membership and terms of Reference/Policy statement annually
  • There will be 3 meetings per year (incl. one at the Annual Conference meeting)
  • Meetings take place on Friday and Saturday so that the contribution is 1 day Company time and 1 day personal time ; benefits are gained from cheaper flight costs if Saturday night is included

Who we are:

One of the strengths of the P&P Commission is the diversity in experience of its members - Technical, financial strategy and archive sales and management both in National collections and public service broadcasters.

Bríd Dooley (Chair) – Head of Archive & Library Services RTÉ Television
The Libraries & Archives at RTÉ Television comprises Programme, News, Sports, Stills & Reference Libraries. The department also incorporates a commercial footage and stills sales service. Bríd took up the position of Television Archive Project Leader in 2000 with RTÉ. Her achievement in that role has been to set up a professional cataloguing division, develop a rights management strategy in conjunction with the legal department and continue the task of digitising RTÉs legacy collections. She was appointed Head of the Archive & Library Services in December 2003 and combines the management of the department with the ongoing development of the archive in the digital environment. Prior to joining RTÉ, Bríd had a media background in commercial and independent television, with extensive experience of library research, sales and cataloguing in the UK and Ireland. She has worked at ITN, Channel 4 News, GMTV and TV3. She holds a BA Honours Degree in Media Studies from the University of Westminster.

Karl Maier (vice-chair) - Head of Controlling TV of SWR,
Born in 1960, Karl studied business management. He has been a member of the FIAT/IFTA P&PC since 1993,and the organizer of the FIAT/IFTA Award since 1995. Karl became a EC-Member in 1996. He has one son. Karl’s hobbies are Jogging and (nearly) all kind of sports; and Politics.

Alícia Conesa
Born in Barcelona, 1954
Degree in Librarianship, Barcelona University, 1980-83. Training course in AV librarian, INA, Paris, 1983.Postgraduate course in Media Organizations Management, Barcelona Polytechnic University, 1993. Since 1990, Alicia has been the Head of Documentation Department (Archives and Reference Service) in Televisió de Catalunya, where she has worked since 1983, like AV librarian, with different responsibilities, mainly related with data base management. Treasurer of Catalonia Librarians Association (COBDC).

Billy Segal (IBA , Israel)
Graduate from the faculty of Humanities, Hebrew University, Jerusalem. Ms. Segal is the head of IBA film archive. She is active in the P&P commission of FIAT since 2000. member of the digitization committee at IBA. 05 she was one of the founders of the forum for the preservation of the a audiovisual memory in Israel. Within the IBA she started as a researcher for documentary films. As head of sales within the archive she gained a rich experience in legal copyright issues and developed high skills in preservation of various film & video formats. Mrs. Segal has been archive consultant for numerous Israeli documentaries and international productions.

Sue Malden
qualified professionally from the Polytechnic of North London and has since held since held several posts on the staff of the BBC Film and Video Tape Library at Brentford, Middlesex and with the wider library grouping of BBC Information and Archives. She recently retired from the position of Corporate Affairs Manager, where she was responsible for upholding the BBC’s professional standard with the BBC and in wider Archive and Library world. The role involved the development of appropriate policies to ensure that the archives meet the requirements of the BBC. She is on the executive board of the Federation of Commercial Audio Visual Archives (FOCAL International) and vice-president of the International Federation of Television Archives (FIAT/IFTA).

Dominique Saintville (INA, France), Project Manager, Département Droits et Archives.
Qualified in political science, Ph. D in information & communication science. I have worked 10 years as a documentalist in the Fondation Nationale des Sciences Politiques before joining INA in 1977. In INA, I have been successively responsible for the Archive information systems and the documentary methods, for the development of new archive services. Since 1996, I have been working as a project manager. Presently I am working on two related projects: The “Safeguard Committee” project aims at associating INA partners and users to our digital migration Programme; The “Connaissance des fonds” project aims at collecting and structuring information about our holdings and history, in order to move from a scattered and mainly oral culture into a written and shared knowledge, for the benefit of our staff and users. I have been involved in FIAT activities since its creation. I am presently vice-president.

Lieve Van der Straeten qualified in history at university of Gent.
She joined the Vrt in 1988, first in the sales department of the educational radio and television programmes. After three years, Lieve joined the television archive as an archivist and later on as researcher. She is responsible for a project to link Vrt filmarchive with the paperarchive and with other background information sources for benefit of our restauration crew and researchers. In 2001 Lieve became head of the television archive.

Roberto Rossetto – Manager of Technological Support - Archive Department.
I gained my degree in electronics., having attended the university of informatics until 1980. In 1980 I passed the RAI examination as technician, and I was then employed in December of the same year. From 1980 to 1988 I was the Electronics Department technician in the engine-room (Information Communication Technology). In 1986 I was a member of the project for the engine – room automation, in which I collaborated with the installation and the implementation. From 1988 to 1991 I was responsible of the storage administrations management. In collaboration with other colleagues I implemented and installed the first robot system used for the management of the company informatics data. In 1991 I was transferred to the Administration Department to project manager the transfer of Radio and TV news to the Saxa Rubra Centre. This was the first project to use graphic planning software (CAD), which cover Direction's different areas: from the structural planning of the technical Direction to logistic and economic engagement of Administrative Direction. In 1993 I was promoted to the rank of official in the Archive by the Administrative Department. I managed the automated Archive project and for the completion of the "Regional Archives' project. After engagement in the Production Department of the Archive structure, I collaborated for the " new robotics archive". In 1996, following the establishment of the Archive Department, I began work with the 'Regional Archive" as member of the Archive project. In 1998 I became responsible for the technological support for the Archive Department.

Ruth Stifter-Trummer (ORF, Austria) <
studied science of communication and journalism and Russian language at the university of Vienna; freelance-journalist for different newspapers; employed with the ORF since 1994 as a documentary and archive researcher; involved in running productions for the ORF focused on current and historical archive material, producer of several clips based on archive material for various clients (such as Austrian Tourism Agency, Austrian Press Agency, Austrian Airlines) as well as for the ORF and other broadcasting corporations. Main interests: digitization of archive material, history of television and cinema and production of own videos.

Vit Charous
is from a Prague archive teacher family. After secondary school (1973) I worked in Czechoslovak TV archives as a manipulate. After studying librarian science in Charles University (1974 - 78), I started to work as a archivist with paper documents in Archives of Czechoslovak TV. In 1990 I won a competition for function Head of Archives, since this year I am chief of Czech TV Archives. We are responsible for preserving, documentation, storing, reusing and selection of audio-visual, audio and written material produced or kept by Czech TV for broadcasting.
