This Seminar, jointly organized by FIAT, the French Ministry of Foreign Affairs, the French embassy in Cambodia, INA and the AIBD (Asia Pacific Institute for Broadcasting Development), also celebrated the opening of the Bophana Audiovisual Resource Center of Cambodia. The name Bophana emphasizes the Centre's purpose to relay the message of resistance, courage and dignity left by a young woman (Bophana) detained in the Khmer Rouge infamous camp - S21 prison. This centre, the inspiration of film director Rithy Pahn and Agnes Senemaud, has as its main objective the rebuilding of the Cambodian audiovisual heritage. It will be a tremendously valuable resource for Cambodians as it will provide access to a rich collection of films on the country and its traditions and history. For example, there was beautiful footage of temple dancing from the 1950s. These films have been restored, catalogued and digitized in the Centre with the professional support of INA and the Thomson Foundation and are now available for the first time for students of Cambodian history to see and learn about their past.

The second Asian Seminar on Audiovisual Archives followed on from the first one held in Beijing, hosted by CCTV. So these conferences are now becoming a regular annual event in the FIAT calendar, with the third one likely to be hosted in South Korea.
The seminar was a great success with over 120 delegates from broadcasting and film archives in Cambodia (TVK, National Archives, Bophana), China (CCTV, SARFT), Indonesia (TVRI), Japan (NHK), Korea (KBI), Laos (TNL, National Film and Video Archive, KPL), Malaysia (RTM, FINAS), Myanmar (MRTV)Sri Lanka (SRLC), Thailand (PRD), East Timor (CAMC), Vietnam (Vietnam Film Institute). It took place at the Centre Culturel Français.

The theme and program were most relevant to the area and generated much stimulating debate about the use of archive content in programming and documentaries to illustrate a nations history as well as archive management issues. The opening session , chaired by Dim Sovannarom (TVK) with HE Yvon Roé D'albert, Ambassador of France in Cambodia, Richard Boidin, DAEC Director, Ministry of Foreign Affairs, HE Ieu Pannakar, Senator, Honorary President of ARPAA and Rithy Panh, President of ARPAA (Association pour la recherche, la production et l'archivage des documents audiovisuels) and Emmanuel Hoog, CEO Ina (Institut national de l'audiovisuel) set the scene with Round table sessions on :
The closing session was chaired by HE Khieu Kanharith, Minister of Information of Cambodia.
FIAT was represented by vice president Dominique Saintville, who was in charge of coordinating the organization and the program of the seminar, and reporting the conclusions at the closing session. Sue Malden delivered speeches on FIAT Mis-use/use of archives guidelines and Selection policy. Sue also reported on a presentation originally made for the FIAT conference in Madrid on the courageous work of Amira Arratia of Chile, rescuing and saving the television archive of TVN during the years of the Pinochet dictatorship.
