Born on 18.4.1940.
Graduated at "Technical Chemistry School",after studied Biochemistry.
Graduated at "Film,Theatre and TV Academy" in Zagreb, with multivision triptiph experimental film project.
Worked 12 years as a journalist and cameraman-film reporter for TV Zagreb.
Since 1974. Head of TV archive department in HRT (Croatian Radiotelevision).
Since 1974. established and led association of 8 radio and 8 televison stations in Yugoslavia.
In 1999. got titel "Doctor of science" on informatology science field, with doctoral disertation "Archiving Audiovisual Documents and Changes in Television Technologies"
In 2000. got university degree "Docent",on field of history of audiovisual tecnologies.
Lecturing "Multimedia and digital archives" at the Study of Archivistics in Zagreb, "Media Technologies" and "Journalist Dokumentation" on Study of Journalistics.
Also Chairman of Training Commission and Executive Council member, for the international organisation of TV archives FIAT/IFTA.

MY WORK IN FIAT/IFTA

Back in 1974. I established the association of 8 TV and 8 radio archives of all former yugoslavian republics.
In 1988. we became members of FIAT/IFTA.
As a president of JRT Archive association I was on FIAT/IFTA seminar in Lisabon in 1989,and on the conference in Tokyo in 1990.
After the desintegration of Yugoslavia in 1991,I managed that TV archive of Croatian television becomes the member of FIAT/IFTA,but because of the war I could not come on Torino seminar.
Since 1992. I was a regular participant on all conferences and seminars of FIAT/IFTA,on which I participated with my lectures or reports.
On the conference of FIAT/IFTA in Florence in 1998. I was elected on EC ,to be chairman of Training Commission,and by this function I became member of Executive Council.
On the conference kept in Santiago de Chile,I presented the program of future work of Training Commission,in my lecture called "Professional Training of AV Archivists in Digital Era".
I gradually gather regional experts for educating AV archivists in Training Commission,which has 12 members at the moment,around the world.
Under available means of FIAT/IFTA every year we succeed to realize one regional seminar:

• 2000.in Sarajevo,for TV archives of South-East Europe,specialized seminar about the film preservation. Seminar was realized in collaboration with EBU and we were sharing the expenses halfly.(seminar costed us 2.500 euros). The host of seminar was RTV BIH.
• 2001. in Moscow,for TV archives of East Europe and Central Asia,the basic seminar was realized. The seminar was realized in collaboration with GOSTELRADIOFOND(our costs were 10.000 euros)
• 2002. in Tunis,for TV archives of Northern Africa,the basic seminar was realized in collaboration with ERTT.(our costs were 6.000 euros).

All seminars were realized by this method:My proposals for regional seminars were accepted by Training Commission.I prepared the program and chose lecturers for seminars, and I also led the realization in cooperation with the regional co-ordinator. I participate on seminars with lectures,as well:

• Sarajevo seminar: "Strategy of Implementation of Long Term Film Preservation" "Situation in TV Archives of South Eastern Europe"
• Moscow seminar: "The development of Organizational Structure of the TV Archive"
• Tunis seminar: "How to Organize and Menage the TV Archive in Middle and Undeveloped Countries?"

As a lecturer,I participated on seminar in Mexico City,Tallin,workshop about FIAT/IFTA at the conference of CIRCOM REGIONAL in Kosice(Slovakia), and I was also a representative of FIAT/IFTA on SEAPAVAA conference in Vientiane(Laos),this year.
Reports about seminars,my lectures and evaluation of seminars are to be found on web sites of FIAT/IFTA.

In preparation,there are regional seminars for 2003:

• Lusaka (Zambia),for AV archives of Central Africa,in cooperation with National Archive of Zambia.
• Darussalam(Brunei),for AV archives of South-East Asia and Pacific,in cooperation with SEAPAVAA.
• Bejing (China),for AV archivists of China,in cooperation with China Central Television.
• Havana(Cuba),for AV archivists of Caribean region.

Besides FIAT/IFTA I am active in work of other related archive and TV associations,such as: EBU,CIRCOM REGIONAL,COPEAM,SEAPAVAA,and others.

In EBU,I am a member of P-STORE working group which is responsible for preparing new recomandations for film preservation.

This year in CIRCOM REGIONAL,the biggest european TV association,where the members are 270 regional televisions I organized a workshop about issues of AV archives in regional televisions.

In COPEAM, TV association of mediterranian countries,I am active in archival commission, and the training commission.I am also the author of project to help in modernization south-east European AV archives.

I believe,that I know well the problems of semi-developed and undeveloped TV archives. All my past work was headed in attempts that FIAT/IFTA gives them help in their work and development,together with help of the most developed AV archives in world. By organizing regional seminars and other activities in the parts of world where there is still none of our members,I want to expand FIAT/IFTA to truly become the right one world organization.

PROPOSALS FOR CHANGING FIAT/IFTA STATUTE

I suggest that on the meeting of General Assembly of FIAT/IFTA in Antalya,a certain changes of FIAT/IFTA Statute should be carried out,because of more succesfull work of the organization.

Article 1

The bilingual name of FIAT/IFTA should be changed into one-lingual FIAT in french language (but also the name of a famous italian car factory?),or IFTA in english language.

Comentary: All other related international professional organizations have it the same-one name,f.e. IASA,IFLA,FIAF,ICA,UNESCO..etc.

Article 2,part 1

To organize a flow of knowledge between developed,semi-developed and undeveloped TV archives in the world.
To organize a professional training of AV archivists;on international,global and regional seminars,workshops,by professional publications,by Internet,or other methods.

Commentary: We have not in Associations objectives content about professional training.

Article 7,part 2

General Assembly should meet at least one time a year.
Minutes of the Assembly must be announced the latest 10 days after meeting

Commentary: We have lot of problems for discscusion in our organization.It is more democratic every year to exchange opinions on General Assembly,like in other related organizations.

In part Agenda,addition on part 3:

The reports of regional coordinators about the actions in the region,together with plans for the next period.

Commentary:On Executive Council meeting will be elected regional coordinator responsible for activities in this region. In Training Commission we organised world regional educational net with 15 regional and subregional coordinators,and we have positive results.

Article 8

Every full member can give his mandate for the voting to another member present at the General Assembly.Number of this mandats is not limited.

Commentary:Why only one mandate?Why not more?These regulations are anti democratic.Lot of our members from poor countries can not be on Conference and General Assembly,but they have right to vote for their own favorite candidate with valid mandate representative.

Article 14

The part will be erased:

The amendment of the Statutes or dissolution of the Association may result only from a vote by the General Assembly convened in extraordinary session.

Commentary:The changes of Statute should not be administratively or statuory blocked up.
General Assemblys ordinary session is as well as the extraordinary one,but it essentially simplifies the procedure, and saves money of members.
I beleive,that the ambition of the author of this decree is that this Statute is perfect, and that the change should be made more difficult.
No other related organization has such decrees.

I suggest that on the meeting of FIAT/IFTA General Assembly in Antalya,on the basis of article 7.2 FIAT/IFTA Statute,should be established the new values of the annual membership due.

FULL MEMBERSHIP

• 1 category: TV archives of public TV, RTV archives 500 euros+100 euros/1 milion of inhabitants
• 2 category: TV archives of public TV,RTV archives in undeveloped countries 500 euros For such,there is a possibility of grace period of 1-2 years,the most. To the suggestion of the general secretary and the tresaurer,Executive Council establishes every year the list of members with this benefit due.
• 3.category: TV archives of commercial TV 1000 euros

  21 PROPOSALS
  FOR FIAT/IFTA WORK IN XXI CENTURY

  PROGRAM PRESENTATION

  1. FIAT/IFTA Statute is a base of working program,which has to be operatively worked out in details and realized.
  2. FIAT/IFTA Statute has to be partly changed or supplemented with decrees which will,on democratic principles,make possible to all members to influence and participate in the work of the organization.
  3. Present centralized system of FIAT/IFTA menagement has to be supplemented with regional activity. Main activity holders should be regional coordinators and chairmen of professional commissions.
  4. I suggest members of Executive Council to be representatives of regions,chosen on the General Assembly,and chairmen of professional commissions,chosen by commissions and confirmed by Executive Council. On General Assembly in Antalya I will propose regional coordinators for elections into Executive Council. Such a way of work in Training Commission has given good results in keeping regional seminars,at the fields where we weren,t present so far.
  5. World Conference of FIAT/IFTA should be kept each year. It would be consisted of General Assembly and professional seminar. Instead of past 2-3 hours,General Assembly would be the main reason of members gathering and would last 2 days. The main contents of General Assembly would be reports of activities by regional coordinators and chairmen of professional commissions,and also planning the activities in next year.
  6. Included in Conference there will be educational part (professional seminar) about introducing new technologies in AV archive,or presentation of one current professional problem in duration of one day,the most.
  7. During the Conference there would also be kept the meetings of Executive Council ,professional commissions and regional coordinators.
  8. Expenses of accomodation and realization of Conference should be reduced,so that the other FIAT/IFTA members whose financial possibilities are lower can participate on the Conference. Conference fee would not be payed for participation on the Conference.
  9. Concern about diminishing the cost and increasing the income should be permanent concern of all members of the organization.
  10. The way of paying the annual FIAT/IFTA membership due,should be changed. At the moment,all the members are paying the same amount,that is BBC,TV of Bosnia and Albania!? In attachment,here is my proposal perpared for debate in Executive Council and General Assembly in Antalya.
  11. Instead of past volunteery collecting sponsors of FIAT/IFTA,I think that the contract should be made with competent marketing agency which will do it for us with commission.
  12. In principle I am against any payed engagement in the organization where everybody works as a volunteer. It certainly means that I am against engagement of a payed secretary of our general secretary,even more because we dont have anymore money for that. Engagement of webmaster and other professional collaborators can be approved as exeption by Executive Council,as part of planned means.
  13. I think our general secretary is now overburdened. So Executive Council should distribute a part of his duties to vicepresidents, and other members of EC.
  14. All educational activities must be coordinated and executed over Training Commission,in colaboration with other professional commissions and regional coordinators.
  15. Basic conception of professional education is an idea of bridge,that has to link highdeveloped with semi-and undeveloped TV archives,to assure the flow of knowledge and so on the principles of international solidarity, to promote the protection of AV documentation in the world.
  16. It is possible from the existing FIAT/IFTA budget,to keep each year 4 regional basic seminars at 4 continents,along with same conditions of realization the Sarajevo,Moscow and Tunis seminars,which means that the accomodation expenses were payed,for all participants of seminar and lecturers.
  17. Regional and topical seminars should also be organized in areas where there is none or small number of FIAT/IFTA members,such as Central Africa,Central Asia,South East Asia,China,India... In such way the new members would be recruited.
  18. Main topical professional seminar would be kept as part of the World Conference Apart from this,regional and subregional professional seminars would be organized occasionally and in case of need.
  19. Executive Council should also organize so called "mentor protection" in which the closest developed TV archives would permanently and with aim be in charge for promoting work of next-door undeveloped TV archives. Such form of collaboration could be institutionalized by contracts between organizations and certain financial means might be asked and given from international funds.
  20. For all the functions of FIAT/IFTA it is neccessary to at least maintain,and even better to promote the existing presence on the Internet.
  21. The existing collaboration with related organizations like AMIA,IASA,FIAF should be more significantly expanded and it should also be connected with other related organizations,such as CIRCOM REGIONAL,SEAPAVAA and others.
