East-European Seminar 2001

The International seminar for archives staff of Russia, CIS (countries of the former USSR) and Eastern Europe was held for the first time in Moscow, May 21 - 25, 2001.

International Federation of Television Archives (FIAT/IFTA) and State Fund of TV and Radio Programs (Gosteleradiofond) were the organizers and hosts of the seminar.

Eighty-three archivists from twenty-one countries attended the seminar. Moscow welcomed specialists from Great Britain, Ukraine, Zambia, Beloruss, Tunisia, Latvia, Italy, Uzbekistan and many other states.

Deputy Chairman of the Russian Federation Government Valentina Matvienko officially welcomed the seminar. Deputy Minister Andrey Romanchenko greeted the representatives of the major audiovisual archives on behalf of the Russian Federation Ministry of the press, TV, Radio and mass communications.

Eduard Sagalaev, President of the Russian National Association of TV and Radio Broadcasters (NAT) wished the eminent assembly a successful and fruitful work.

At the opening ceremony Dr. Peter Dusek, FIAT/IFTA President (ORF, Austria) detailed of the International Federation of Television Archives' activity, its aims and objectives.

Dr. Anatoly Vystorobets (Russia), FIAT/IFTA Executive Council member, Director of Gosteleradiofond presented an analysis of the current situation in audiovisual archives of Russia, countries of CIS and various Eastern European states, and the prospects of the international co-operation.


Branko Bubenik, HRT

Dr. Branko Bubenik, FIAT/IFTA Training Committee Chairman (HRT, Croatia) gave a report on the development of the organizational structure of TV archives.


Alain Goossens, RTBF, Belgium

Alain Goossens' (RTBF, Belgium) report was devoted to the problem of preservation and usage of archives materials.


Sue Malden, BBC

FIAT/IFTA Vice-president Sue Malden's (BBC, UK) lecture about the selection and catalogization of AV documents aroused the great interest among the seminar participants


Dr. Alfredo Tropa, RTP, Portugal

Dr. Alfredo Tropa, FIAT/IFTA Executive Council member (RTP, Portugal) outlined the issues involved in providing copyrights on the stored archives materials.

Prof. Vladimir Magidov, President of the Russian National Association of Audiovisual archives covered an interesting theme of the historical and ethic aspects of archiving.

Furthermore, there were two workshops: for documentary specialists (moderator - Lydmila Zapryagaeva, Director of the Russian State archives of film and photo documents (Krasnogorsk) and for technical specialists (moderator - Doc. Vladimir Makoveev, Russian State Institute of Television and Radio Broadcasting).


Vittorio Sette, Key Video Solution Europe S.r.l., Italy

At the documentary workshop the participants shared experience in description of film, video and photo materials, discussed the problem of electronic catalogue creation. Among the list of the lecturers are: L. Zapryagaeva (Russian State archives of film and photo documents, Krasnogorsk, Russia), I. Igonina, V. Milovanov, V. Kremen (all - Gosteleradiofond, Russia), Vittorio Sette (Key Video Solution Europe S.r.l., Italy), V. Yakimets (Film and video fond, Ukraine), Rose Kamungu (National Archives of Zambia).

The problems of transferring archives materials to new digital carriers were discussed at the technical workshop. Speakers included V. Makoveev (Russian State Institute of Television and Radio Broadcasting), L. Ratmansky (Russian Research Institute of Television and Radio), A. Shteinberg (øSnell and WilcoxÓ, Russia), S. Tupalova (Russian Research Institute of film and photo materials), A. Kislov (Gosteleradiofond, Russia), Branko Bubenik (HRT, Croatia), Vittorio Sette (Key Video Solution Europe S.r.l., Italy), Sue Malden (BBC, UK).

Speakers noted the serious increasing role of television archives in the modern society and recognized the significance of audiovisual archives materials for preservation of cultural and historical heritage, in educating and bringing up citizens of their countries.

Within the framework of "East-European seminar", the participants visited Russian State archives of film and photo documents in Krasnogorsk (near Moscow).

On the last working day, they were acquainted with the production complex of Gosteleradiofond in Reutov (near Moscow). The guests were presented the viewing of film and video materials before and after restoration as well as the materials transferred from nitrate film to digital carriers.

The storage of film and video materials and sound records equipped with modern facilities deeply impressed the participants.

The summary of the seminar work was resumed at the closing ceremony in Reutov. The participants adopted the Resolution based on the decision to found the Regional Euro-Asian Union of TV and Radio archives.

The participants marked the high level of the seminar its evident practical application expressing their gratitude to the organizers and host - International Federation of Television Archives (FIAT/IFTA) and State Fund of TV and Radio Programs (Gosteleradiofond) for providing an opportunity to acquaint with the advanced technologies and experience of major European TV archives, including Gosteleradiofond, in the selection, storage, restoration of audiovisual materials and their transferring to digital carriers. The participants were unanimous in their proposal to hold such conferences regularly within the framework of the projected activity of the Euro-Asian Union of audiovisual archives.

At the conclusion of the seminar Dr. Branko Bubenik, FIAT/IFTA Training Committee Chairman, FIAT/IFTA Executive Council member and Dr. Anatoly Vystorobets, FIAT/IFTA Executive Council member, Director of Gosteleradiofond presented the delegates with Diplomas marking their participation in International Seminar for archives staff of Russia, CIS and Eastern Europe.
